Step 3In a separate bowl, whisk together the flour, baking soda, baking powder, cocoa powder, and salt.
Step 4Pour the blended mixture into the dry ingredients and stir until just combined.
Step 5Divide the batter evenly into the muffin tin, filling each cup about ¾ full.
Step 6Sprinkle chocolate chips on top of each muffin.
Step 7Bake for 18–22 minutes, or until a toothpick inserted in the center comes out clean.
Step 8Let cool slightly before serving.
